Like many area cities Troy has it’s hands full this morning with post Irene flooding. The Hudson River at Troy is flooding parts of downtown and still has yet to crest. The Record reports that the Rusty Anchor Bar and Grill has come loose and that it’s anchor may fail sending the barge down the river uncontrollably. Police have closed the Congress Street Bridge fearing that if the barge breaks loose that it’ll strike and damage the bridge. (UPDATE: The barge is now secure and the bridge has reopened.) A dock in Green Island broke free this morning and began floating down the river with about half a dozen boats still attached to it. The waters have flowed into the former city hall site turning it into a small pond. Dinosaur BBQ’s outdoor dining deck is completely flooded with water up to the windows of the restaurant. Riverside Park is also flooding all the way down to the First Street parking garage where cars parked on the upper levels are trapped due to the first level being underwater.
