No, they can not.

Time heals all wounds, but this is not a wound. The teams that the Patriots cheated against have wounds for time to heal. The Patriots inflicted these wounds upon the NFL and its fans, from Spy-Gate to Deflate-Gate, and that is what this Dynasty will be remembered for.

Even by Patriot fans, because they can't even tell themselves that the Patriots still won 3 Super Bowls, possibly 4, without the haunting memory of how the rest of the NFL's fans think that they won.

No one will ever be able to talk about the Belichick/Brady years without bringing up the controversy surrounding their winning ways.

Patriots fans can always make the argument that every team cheats, and that the only reason why people call out the Patriots on it, is because they are jealous. My personal response to this is: Yes, my team, the Lions cheated in 2008, so they could have a 0-16 season.

The Patriots could of saved their reputation after Spy Gate, by admitting that they had cheated, and promised not to do it again. But they had to keep cheating, so they will go done in history that way.
