Turns out, according to legal ruling, it is totally legal to film up people's skirts - appropriately dubbed 'upskirting' - as long as it is in a public place. That's how this perv was able to get away with blatantly using his cell phone to take pictures up a woman's skirt in a supermarket. Seriously, we don't understand how an entire jury came to this conclusion.

Lawmakers are stating that this law will be quickly updated to make it a more cut-and-dry offense, but why did it take this happening for that update to be set in motion? It seems like this should have been taken care of long ago, or that the jury should have acted like actual humans and charged the photographer with some sort of harassment.
